The Communications Committee oversees the design and content of the newsletter and website. Community members are welcome to submit information on events and items of interest for the LPCA website.
The Design Review committee reviews all of the plans for individual property improvements or proposed property subdivisions and monitors the projects to make sure property owners are complying with Baltimore City law and zoning codes. The city recommends that any major additions to individual properties or proposed property subdivisions be submitted to the community association prior to any public hearings. It is the policy of the LPCA to request a postponement of any hearing for an applicant that has not first notified the LPCA Board of Directors and presented plans to the Board. Francis Scott Key Elementary/Middle School & PTO Liaison
The Social Committee plans and coordinates all the social events sponsored by the LPCA, including the annual yard sale, festival and holiday party.

The Membership Committee keeps track of all paid members of the LPCA and sells memberships at the general meetings. Cost is $5 PER PERSON. You must be a Locust Point resident, not just a property owner, to be eligible for membership. Please be advised that you are not eligible to vote for any motions unless you are a dues-paying member. Membership must be renewed annually.

Parks & Beautification
The Parks & Beautification Committee is responsible for planning and organizing beautification projects in Latrobe Park and around the neighborhood. Projects in the past have included bulb, tree and flower plantings in the park and corner planters along Fort Avenue.

The Dog Park committee is responsible for the overall cleaning and maintenance of the dog park and enforcing the park rules and etiquette. Members also organize frequent fundraisers, such as Yappy Hours at local bars and restaurants to cover maintenance costs for the park. The dog park is 100% maintained by volunteers. To keep the park clean, we have a service every other week. Each cleaning costs $75 and is completely funded by donations. In partnership with Under Armour, we offer plots for residents to grow their own plants and produce. Currently, there is a waiting list for plot openings. We added 24 new plots this year and have added more than 30 new gardeners. The committee is looking to add more plots to accommodate demand next year. Besides individual plots, gardeners also get to taste communal items such as blueberries, strawberries, apples, pears and pumpkins. The garden also features honey bees and the honey is sold through the Maryland Honey Shop.

The Safety Committee maintains an open dialogue with the Baltimore City Police Department and organizes the Citizens on Patrol walks. If you are having problems in your area with trash, please contact 311. If you are having problems with drug activity, vandalism, etc., please contact 911.

Trash & Recycling
The Recycling & Trash Committee is responsible for organizing neighborhood clean-ups and educating neighbors about proper trash disposal and the city’s recycling program.

Elections & Nominations – Vacant
The Elections & Nominations Committee only meets a few times a year prior to the Civic Association Elections to draw nominations for Board and Office Positions, and run the balloting and teller functions during the election.
By-laws – Not Active
This committee is occasionally tasked with updating the by-laws of the Civic Association. The by-laws, which govern the organization and procedural functions of the Association, had not been updated in 20 years preceding the June 2006 revision. The committee works with a professional parliamentarian for guidance on revisions.
