Communications Committee
The Communications Committee, in collaboration with the Corresponding Secretary, oversees the Locust Point Civic Association’s communications and digital outreach, including our website, social media channels, email communications, and constituent relationship management (CRM) system. The committee works to keep residents informed, encourage community engagement, and strengthen connections throughout Locust Point.
We are also excited to be working toward the revival of the LPCA newsletter, which will feature neighborhood news, upcoming events, community initiatives, and important Association updates.
Community members are encouraged to submit neighborhood news, events, announcements, and other items of interest for consideration across our communication channels. We also welcome volunteers interested in writing, photography, social media, website management, and helping us share the stories that make Locust Point special.
Design Review
The Design Review committee reviews all of the plans for individual property improvements or proposed property subdivisions and monitors the projects to make sure property owners are complying with Baltimore City law and zoning codes. The city recommends that any major additions to individual properties or proposed property subdivisions be submitted to the community association prior to any public hearings. It is the policy of the LPCA to request a postponement of any hearing for an applicant that has not first notified the LPCA Board of Directors and presented plans to the Board.

Zach Lander-Portnoy is the new PTO president and Christine Smor is our Liasion.
Social Committee
The Social Committee plans and coordinates all the social events sponsored by the LPCA, including the annual yard sale, festival and holiday party.

Membership
The Membership Committee keeps track of all paid members of the LPCA and sells memberships at the general meetings. Cost is $5 PER PERSON. You must be a Locust Point resident, not just a property owner, to be eligible for membership. Please be advised that you are not eligible to vote for any motions unless you are a dues-paying member. Membership must be renewed annually.

Parks & Beautification
The Parks & Beautification Committee is responsible for planning and organizing beautification projects in Latrobe Park and around the neighborhood. Projects in the past have included bulb, tree and flower plantings in the park and corner planters along Fort Avenue.

Dog Park
The Dog Park committee is responsible for the overall cleaning and maintenance of the dog park and enforcing the park rules and etiquette. Members also organize frequent fundraisers, such as Yappy Hours at local bars and restaurants to cover maintenance costs for the park. The dog park is 100% maintained by volunteers. To keep the park clean, we have a service every other week. Each cleaning costs $75 and is completely funded by donations. Community Garden
The Locust Po
int Community Garden has long provided residents with an opportunity to grow fresh produce, connect with neighbors, and enjoy the benefits of community gardening. Previously operated in partnership with Under Armour, the garden featured individual planting plots, shared fruit and vegetable gardens, and honey bees.
The garden is currently inactive following Under Armour’s reclamation of the property where it was located. However, the Locust Point Civic Association is actively exploring opportunities to establish a new community garden at an alternative location.
Our goal is to bring this valued neighborhood resource back to Locust Point, creating a welcoming green space where residents can grow, learn, and connect. We welcome community input, potential partnerships, and assistance in identifying a suitable new location. Stay tuned for updates as we work toward bringing the Community Garden back to life!

Safety Committee
The Locust Point Civic Association Safety Committee works to promote a safer, cleaner, and more accessible neighborhood for everyone. The committee maintains ongoing communication with the Baltimore Police Department, Baltimore City agencies, elected officials, and community partners to identify concerns, advocate for improvements, and coordinate neighborhood safety initiatives.
Our efforts include pedestrian and traffic safety, crosswalks, sidewalks, street lighting, crime prevention, sanitation concerns, parking and other quality-of-life issues. We also support community safety walks and encourage residents to take an active role in identifying and reporting neighborhood concerns.
Reporting Neighborhood Concerns
- Call 311 for non-emergency issues such as trash, illegal dumping, damaged sidewalks, broken streetlights, and other City service requests.
- Call 911 for emergencies, crimes in progress, or situations requiring an immediate police, fire, or medical response.
Help Us Track Neighborhood Issues
The Safety Committee maintains a shared tracking system of Baltimore City 311 service requests to identify recurring problems, monitor progress, and advocate for solutions. Residents are encouraged to forward their 311 Service Request (SR) numbers, along with a brief description and location of the concern, to the committee.
By documenting concerns and working together, we can more effectively bring neighborhood priorities to the attention of City agencies and follow up on unresolved issues.

Trash & Recycling
The Recycling & Trash Committee is responsible for organizing neighborhood clean-ups and educating neighbors about proper trash disposal and the city’s recycling program.

Elections & Nominations – Mike Mitchell
The Elections & Nominations Committee only meets a few times a year prior to the Civic Association Elections to draw nominations for Board and Office Positions, and run the balloting and teller functions during the election.
Governance
The Locust Point Civic Association Bylaws Committee is currently undertaking a comprehensive review and modernization of the Association’s bylaws, which establish the organization’s governance structure, leadership responsibilities, election procedures, and operating rules. The committee is working to ensure these governing documents reflect current nonprofit best practices, promote transparency and accountability, and support the Association’s long-term success. Proposed revisions will be presented to the membership for review and consideration before a formal vote. Mike & Matt are co-chairs.
